Since shortly after re-opening from COVID closures in 2020, Pennsylvania workers’ compensation adjudication has transformed to a hybrid hearing approach, holding some hearings, namely testimony, in person at a hearing location, and all other hearings, including mediations, via Microsoft Teams. For the most part, this hybrid approach has been quite successful. It has permitted more efficiency and reduced the number of continuances. It is technology. It is not perfect. However, for the most part it has been a resounding success.
On October 15, 2025, the Pennsylvania Department of Labor & Industry, Bureau of Workers’ Compensation, announced that logging onto virtual hearings through Microsoft Teams, would now require an additional step. Typically, an injured worker, fact witness, and attorneys would simply click the Microsoft Teams link or the Join the Meeting link, and the individual would be joined into the meeting. From there, the parties would simply have to tap on the microphone and video button for sound and video. Effective October 15, 2025, parties will now have to enter a CAPTCHA phare before logging on as an additional security measure.
